The Trinidad and Tobago Stock Exchange Limited partnered with IDB Invest to launch the first ever Guidelines for Green, Social, Sustainability and Sustainability-Linked (GSS+) Instruments in Trinidad and Tobago on September 08 2026. Developed by the internationally reputable consultant, Climate Bonds Initiative, these guidelines are designed to incentivise and facilitate the issuance of green, social, sustainability, and sustainability-linked (GSS+) financial instruments in Trinidad and Tobago by providing issuers, investors, regulators, and market intermediaries with the practical tools, definitions, and clear step-by-step processes to issue labelled debt instruments in the Trinidad and Tobago market.
The GSS+ issuance guidelines for Trinidad and Tobago represent a landmark on the road to sustainable finance. Trinidad and Tobago has hosted ground-breaking social bond transactions which demonstrated that labelled instruments are viable within the local capital market. The policy foundations are equally in place, with an updated Nationally Determined Contribution (NDC), a National Climate Change Policy with clear sectoral targets, and growing alignment between national development priorities and the objectives of the global sustainable finance market.
The guidelines align the domestic market with internationally recognised standards while remaining grounded in Trinidad and Tobago’s financial infrastructure. They cover the full issuance lifecycle, from framework development and project eligibility assessment through external review, reporting, and post-issuance verification, with clear guidance for both use of proceeds (UoP) and sustainability-linked instruments.
By establishing a common language, standardising market expectations, and reinforcing the credibility of labelled transactions, these guidelines aim to lower the barriers to first-time issuance, strengthen investor confidence, and position Trinidad and Tobago as a credible and active participant in the regional and global sustainable finance market. Trinidad and Tobago now has a clear and workable framework to translate that foundation into a consistent pipeline of credible transactions.
